Chop the onion and pepper.
1. Cook beef, onion, and pepper in a large skillet until beef is browned and crumbles, then drain off the fat and excess liquid.
2. Stir in the tomato soup (do not add water), tomato sauce, ketchup, brown sugar, worcestrshire sauce, mustard, and garlic powder. Simmer for 20 minutes.
Serve on toasted buns.
